    The effect of school quality on educational attainment and wages

    The paper examines the effects of school pupil-teacher ratios and type of school on educational attainment and wages using the British National Child Development survey (NCDS). The NCDS is a panel survey which has followed a cohort of individuals born in March 1958, and has a rich set of background variables recorded throughout the individual's life. The results suggest that, once we control for ability and family background, the pupil-teacher ratio has no impact on educational qualifications or on male wages. It has an impact on women’s wages at the age of 33, particularly those of low ability. We also find evidence that those who attend selective schools have better educational outcomes and, in the case of men, higher wages at the age of 33. The impact is higher for the type of individuals who are less likely not to attend selective schools, but for whom a comparison group does exist among those attending

    Choosing friends carefully: allies for critical computing

    In this paper, we argue firstly that researchers in critical computing should address the specific information and communication technology (ICT) needs and activities of those agencies concerned with emancipatory issues. Secondly, we argue that a critical perspective, explicitly foregrounding empowerment and emancipatory concerns, forms a basis for emphasising the practice of individuals, groups and organsations , rather than purely focusing on organisational form in social action. We discuss this context of social action, identifying some relevant ICT-related challenges. We identify three themes that highlight factors that differentiate ICT support for social action groups from the setting of conventional business and service organisations: Free / Libre Open- Source Software, techniques and technologies for engagement through storytelling, and learning and evaluation in social action.</p

    Education maintenance allowance evaluation with administrative data: the impact of the EMA pilots on participation and attainment in post-compulsory education

    This report contains the findings of an evaluation of the impact of the Education Maintenance Allowance (EMA) using administrative data. We analyse the effects of its initial piloting - and subsequent extension - on participation in full-time education at ages 16 and 17, and on educational achievement at ages 18 and 19. Furthermore, we conduct subgroup analysis to break down the overall effect by different background characteristics. This allows us to see how the impact of the EMA varies according to characteristics such as sex, ethnic group, and potential indicators of material deprivation and prior academic ability

    Who gains when workers train? Training and corporate productivity in a panel of British industries

    There is a vast empirical literature of the effects of training on wages that are taken as an indirect measure of productivity. This paper is part of a smaller literature on the effects of training on direct measures of industrial productivity. We analyse a panel of British industries between 1983 and 1996. Training information (and other individual productivity indicators such as education and experience) is derived from a question that has been asked consistently over time in the Labour Force Survey. This is combined with complementary industry-level data sources on value added, wages, labour and capital. We use a variety of panel data techniques (including system GMM) to argue that training significantly boosts productivity. The existing literature has underestimated the full effects of training for two reasons. First, it has tended to treat training as exogenous whereas in reality firms may choose to re-allocate workers to training when demand (and therefore productivity) is low. Secondly, our estimates of the effects of training on wages are about half the size of the effects on industrial productivity. It is misleading to ignore the pay-off firms take in higher profits from training. The effects are economically large. For example, raising the proportion of workers trained in an industry by 5 percentage points (say from the average of 10% to 15%) is associated with a 4 per cent increase in value added per worker and a 1.6 per cent increase in wages

    Ethnic parity in labour market outcomes for benefit claimants

    A significant gap exists in the UK between the employment rate for Ethnic Minorities and that for Whites. From a policy perspective, it is important to know whether this gap is due to differences in the characteristics of White and Ethnic Minority groups (which reduce the employability of Ethnic Minority groups relative to Whites) or whether it results from some form of discriminatory behaviour in the labour market. In this paper, we use administrative data to estimate ethnic differences in employment and benefit receipt amongst individuals who began claiming a Jobcentre Plus benefit in 2003. In contrast to much of the previous UK literature, we use a number of different quantitative techniques to estimate this gap, and show that in a lot of cases the estimates obtained are very sensitive to the techniques used. We argue that for the questions we are interested in and the data we have, propensity score matching methods are the most robust approach to estimating ethnic parity. We compare this preferred approach with estimates derived using alternative approaches commonly used in the literature (generally regression-based techniques) to determine the extent to which more straightforward methods are able to replicate those produced by matching. In many cases, it turns out not to be possible to calculate satisfactory quantitative estimates even with matching techniques: the characteristics of Whites and Ethnic Minorities are simply too different before the Jobcentre Plus intervention to reliably estimate the parameters of interest. Moreover, for a number of the groups, results seem to be very sensitive to the methodology used. This calls into question previous results based on simple regression techniques, which are likely to hide the fact that observationally different ethnic groups are de facto being compared on the basis of parametric extrapolations. Two groups for which it was possible to calculate reasonably reliable results are incapacity benefit (IB) and income support (IS). For these groups we find that large and significant raw penalties almost always disappear once we appropriately control for pre-inflow background and labour market characteristics. There is also a good degree of consistency across methodologies

    Conceptual and Empirical Issues for Alternative Student Loan Designs: The Significance of Loan Repayment Burdens for the US

    In this article, we compare the two main types of student loans used to finance postsecondary education: mortgage-type loans, which are repaid over a set period of time and mainly used in the United States; and income-contingent loans, which are repaid depending on students’ future income and used in Australia and England. We argue that the major concern with mortgage-type loans is the repayment burden that falls on students. Repayment burden—the proportion of a debtor’s income required to repay loans—is fundamental to the assessment of student loan systems because it affects the probability of students defaulting on loan repayment, and because it bears on debtors’ consumption and standard of living. We show that Stafford loans imply extremely difficult financial circumstances for a minority of U.S. loan recipients, and that income-contingent loans can solve those problems. The financial benefits of income-contingent loans are illustrated through a hypothetical student loan experience

    A hermeneutic inquiry into user-created personas in different Namibian locales

    Persona is a tool broadly used in technology design to support communicational interactions between designers and users. Different Persona types and methods have evolved mostly in the Global North, and been partially deployed in the Global South every so often in its original User-Centred Design methodology. We postulate persona conceptualizations are expected to differ across cultures. We demonstrate this with an exploratory-case study on user-created persona co-designed with four Namibian ethnic groups: ovaHerero, Ovambo, ovaHimba and Khoisan. We follow a hermeneutic inquiry approach to discern cultural nuances from diverse human conducts. Findings reveal diverse self-representations whereby for each ethnic group results emerge in unalike fashions, viewpoints, recounts and storylines. This paper ultimately argues User-Created Persona as a potentially valid approach for pursuing cross-cultural depictions of personas that communicate cultural features and user experiences paramount to designing acceptable and gratifying technologies in dissimilar locales
